Student Handbook & Academic Planner
Be sure to pick up your copy of the Student Handbook & Academic Planner. This publication features:
- Information regarding services available to students, a planning calendar with important dates/activities, a College telephone directory;
- An abridged version of the Student Code of Conduct Policy;
- Grievance procedures to follow when resolving academic discrimination, sexual harassment and all other complaints; plus much more. Stop by the Office of Student Life (Room 2120, main campus) or the main offices at the FLCC Geneva, Victor, and Newark Campus Centers for your free copy. Furthermore, the Student Code of Conduct Policy and Grievance Procedures are also available online at www.flcc.edu/offices/judicial/.
Throughout the year, correspondence will be mailed to the address you maintain with the Student Records Office and/or sent to your College assigned e-mail address. If you are not residing at your permanent mailing address while attending FLCC, please notify the Student Records Office of your local mailing address (where you are temporarily residing during the academic year). It is your responsibility to notify the College of any address changes.
The College Catalog obtains information for degree requirements. If you are enrolling on a full-time basis (12 or more credits), you will be assigned a faculty advisor who will assist you in selecting your courses for the upcoming semester. If you are enrolling on a part-time basis (11 or less credits), you may request a faculty advisor through the One Stop Office or you may receive advising services through the Educational Planning and Career Services. Please note: While your advisor will provide you with guidance in terms of course selection and sequence, it is ultimately your responsibility to know your degree requirements and to satisfy these requirements. If you choose to take time off from the College and curriculum changes occur within your degree program, you may be required to satisfy any new requirements.

Satisfactory academic progress standards and criteria to reestablish eligibility if student fails to maintain satisfactory academic progress, which impacts financial aid and attendance at FLCC.

The office will assist students with short-term personal counseling and oversees the Student Intervention Team. The SIT responds to at-risk students in crisis situations and works to help the student be successful in his/her academic career. In cases where a student's attendance is disrupted, the SIT will work with the student to re-enter to the College. An at-risk student is one who is in jeopardy of harming him/herself or others or who exhibits severe mental anguish. When a student age 22 or younger is identified as being "at-risk," his/her parent or legal guardian may be notified by the Associate Vice President of Student Affairs (or designee).
The office also adjudicates any on-off campus Code of Conduct violations.
Preferred Name Form
In May 2016, schools across the country received guidance from the U.S. Department of Education Office for Civil Rights and the U.S. Department of Justice Civil Rights Division on how to strive to create and sustain inclusive, supportive, safe and nondiscriminatory communities for all students.
Title IX of the Education Amendments of 1972 (Title IX) and its implementing regulations prohibit sex discrimination in educational programs and activities operated by recipients of Federal financial assistance. This prohibition encompasses discrimination based on a student's gender identify, including discrimination based on a student's trans-gendered status.
Finger Lakes Community College takes this guidance seriously and is committed to assisting students both in and out of the classroom. To this end, we are offering students who wish to be called by another name by their instructors or have faculty use pronouns that are not aligned with their sex assigned at birth, the opportunity to notify the Co-Coordinator of Title IX, Jason Lanker, director of Community Standards and Counseling. Mr. Lanker will then notify your fall faculty. At this point, the notification will only be to your teaching faculty. Total notification is not currently possible across College systems (Blackboard, WebAdvisor, student ID system, etc.). Students who visit service offices will need to notify personnel on their own. If students change their coursework it will be his or her responsibility to re-notify the Co-Coordinator of the adjustment so he can send new notifications. Notifications can be made in person to the Community Standards & Counseling office, or by submitting information at https://flcc.formstack.com/forms/preferred_name.
Family Educational Rights and Privacy Act (FERPA)
The Family Educational Rights and Privacy Act (FERPA) affords students certain rights with respect to their education records. They are:
- The right to inspect and review the student's education records within 45 days of the day the College receives a request for access. The student should submit to the Registrar a written request that identifies the record(s) they wish to inspect. The Registrar will make arrangements for access and notify the student of the time and place where the records may be inspected. If the records are not maintained by the Registrar, the Registrar shall advise the student of the correct college official to whom the request should be addressed.
- The right to request the amendment of the student's education records that the student believes are inaccurate or misleading. Students may ask the College to amend a record that they believe is inaccurate or misleading. They should write the College official responsible for the record, clearly identify the part of the record they want changed, and specify why it is inaccurate or misleading. If the College decides not to amend the record as requested by the student, the College will notify the student of the decision and advise the student of his or her right to a hearing regarding the request for amendment. Additional information regarding the hearing procedures will be provided to the student when notified of the right to a hearing.
- The right to consent to disclosures of personally identifiable information contained in the student's education records, except to the extent that FERPA authorized disclosure without consent.
One exception that permits disclosure without consent is disclosure to school officials with legitimate educational interests. A school official is a person employed by the College in an administrative, supervisory, academic or research, or support staff position (including Campus Safety personnel and health staff); a person or company with whom the College has contracted (such as an attorney, auditor, or collection agent); a person serving on the Board of Trustees; SUNY System Administration; or a student serving on an official committee, such as a disciplinary or grievance committee, or assisting another school official in performing his or her tasks.
A school official has a legitimate educational interest if the official needs to review an education record in order to fulfill his or her professional responsibility.
Upon request, the College discloses education records without consent to officials of another school in which a student seeks or intends to enroll.
The College designates the following as directory information and will release it without prior written consent, unless the student has informed the Registrar in writing that he/she does not want his/her directory information released. The directory information includes:
- Telephone Number Photograph or Likeness
- Date and Place of Birth
- College-assigned email address
- Major Field of Study
- Participation in Officially Recognized Activities and Sports
- Weight and Height of Members of Athletic Teams
- Dates of Attendance at FLCC
- Degrees, Certificates and Awards Received
- Eligibility for Honor Societies
- Most Recent Previous Educational Agency or Institution Attended by the Student
- Dean's List Qualification
- Solomon Act – Military Access to Education Records*
* The Solomon Amendment (10 U.S.C. §982:32 C.F.R. 216.65 F.R. 2056) is not a part of FERPA, but it allows military organizations access to information ordinarily restricted under FERPA for the purpose of military recruiting. Specifically, the Solomon Amendment permits the Department of Defense entities to physically access institutional facilities to recruit students, and to obtain students' names, addresses, phone numbers, age, class, and degree program once every term. The Solomon Amendment only applies to enrolled students over age 17.
Students have the right to restrict disclosure/release of directory information to third-parties. While students are attending FLCC, they must file the notification to withhold directory information annually. Forms for this purpose are available from the Registrar's Office or the One Stop Center.

FLCC’s annual security report includes statistics for the previous three years’ reported crimes that occurred on campus, in certain off-campus buildings owned or controlled by FLCC, and on public property within, or immediately adjacent to and accessible from, the campus. All FLCC full and part-time students are covered by basic accident benefits while on college premises or while participating in college-sponsored activities, both on and off campus. The basic accident benefits are covered by the Auxiliary Services fee that you pay each semester.
